<P align=left><BR><STRONG><FONT color=#07803e>Roads:</FONT></STRONG> According to media reports, the Secretary of the Management<BR>Committee of Roads and Bridges, Mohammed Skah, has signed<BR>contracts for the implementation of several key projects in Zawya City,<BR>including the construction of roads 70km long. A recent tender announcement revealed that the Zawya City would also be implementing agricultural and other roads up to 130km long. Billions of&nbsp;US dollars&nbsp;are said to have been earmarked for the development of around 160 road projects covering more than 13,000km.<BR></P>
<P align=left><STRONG><FONT color=#07803e>Ports:</FONT></STRONG> The Libyan government has established practical programmes for the development and maintenance of sea ports.<BR></P>
<P align=left><STRONG><FONT color=#07803e>Aviation:</FONT></STRONG> The construction of a new billion-dollar airport - which is expected to welcome over 20 million travellers a year - has begun in the Libyan capital, Tripoli. According to Project Director, Abdel Majid Saddah, the project is being supervised by a French research consultancy group and will be implemented by six renowned companies, including Vinci of<BR>France, Oderbrecht of Brazil and TAV of Turkey. The 1,000 hectare plus project is said to be capable of handling at least 100 planes. It will<BR>also include parking space for 4,400 vehicles. Libya is said to have earmarked&nbsp;US$2.5bn for the modernisation the desert surrounding the airport.</P>

<P><STRONG><FONT color=#07803e>ENERGY AND UTILITIES PROJECTS:</FONT></STRONG></P>
<P>Major utilities projects continue at full force as foreign companies enter the market with the aim of improving Libya’s infrastructure in relation to energy. A joint venture between Russia’s Technopromexport and Libya African Investment Portfolio recently announced a US$6.73bn fund to be used for power projects in Africa, including a 1,250km, 400kV transmission line in Libya. Water sanitation was one of Libya’s key priorities in 2009, with Daewoo Motor Sales of South Korea, Impregilo Lidco of Italy, Hyflux of Singapore and Punj Lloyd of India, all signing multi-million pound contracts to build networks for drinking water, sewage water and storm water. Libya’s infrastructure outlook remains positive despite the global recession's tightening budgets. Its position as a leading energy exporter, it’s proximity to Europe and a recent loosening of political relations is attracting foreign interest&nbsp;to Libyan development projects. Large-scale energy projects for transferring North Africa’s abundant energy resources to energy hungry European states also offers significant growth potential. The Mediterranean ring project - in nearby Morocco - and the proposed European investment in Maghreb solar power, are both set to propel future growth. Smart Energy City, a US$5bn economic zone for energy firms operating in the country, is also under construction.</P>
